According to the Ministry of Justice of the Republic of Azerbaijan, in 2023, 110,7 thousand cases on administrative offences were considered in courts of first instance, and it is 18,1 percent more than the indicator of 2022. 70,5 percent of them were related with the management rules, 4,5 percent - public rules, public safety and public morality, 4,3 percent - traffic rules, 2,8 percent - military service, 2,7 percent - illicit trafficking in drugs and psychotropic substances, 2,1 percent - property, 1,9 percent - health and 11,2 percent - to other administrative fines.

In 2023, administrative liability measures were applied on 44,7 percent of cases, 45,1 percent of proceedings were terminated, 10,2 percent of case materials were returned for additional inspection or were sent to the relevant authorities.

According to the decisions on application of administrative liability measures, the number of persons brought to responsibility decreased by 2,5 percent compared to the previous year and amounted to 49,5 thousand persons. 40,5 percent of persons who brought to administrative responsibility were applied restriction of special rights granted to individuals, 38,7 percent - administrative fines, 19,1 percent - administrative detention, 1,2 percent - social works and 0,5 percent - other types of punishments.
