Tahir Budagov was born in Nakhchivan city of Nakhchivan AR of the Republic of Azerbaijan on 1 January 1965. In 1987, he graduated with honors from Azerbaijan State Medical Institute. In the period of 1987-1989, he continued his education at clinical residency and received doctoral degree during 1989-1992. He is a Сandidate of Medicine. During 1997-1999, he worked as a Chief Doctor at Rehabilitation Centre for Persons with Disabilities. In the period of 1999-2006, he worked as Deputy Minister of Labour and Social Protection of Population of the Republic of Azerbaijan, in 2006-2009, Deputy Head at Presidential Administration of the Republic of Azerbaijan and in 2009-2015, Head of the Executive Power of Nizami district of Baku city. Under the Order of the President of the Republic of Azerbaijan dated 13 August 2015, he was appointed Chairman of the State Statistical Committee of the Republic of Azerbaijan. He is honored civil servant and state counselor of the 3rd rank. Since 1993, he is a member of New Azerbaijan Party (NAP), since 1999, a member of Political Council of NAP and since 5 March 2021, Member of Management Board of NAP.
Under the Order of Mr Ilham Aliyev, the Chairman of New Azerbaijan Party dated 5 March 2021, he was appointed Deputy Chairman of New Azerbaijan Party – Head of the Central Administration.
He is married and has three children.
