Statistical Council

  • "Statistical Council" (hereinafter referred to as "Council") under the State Statistical Committee of the Republic of Azerbaijan was created by the purpose of preparation and implementation of programs in the field of statistics and organization, development of statistics and consultations related to the activities of statistical bodies.
  • The Council implements its activities on the basis of the Constitution of the Azerbaijan Republic, the Laws of the Azerbaijan Republic, decrees and orders of the President of the Azerbaijan Republic, decisions and orders of the Republic of Azerbaijan, the law on "Official Statistics" of the Republic of Azerbaijan, Statute on the State Statistical Committee of the Republic of Azerbaijan and the present Statute.
  • The Council is competent to implement its activities in connection with central and local executive bodies, economic entities and public organizations, as well as users of statistical data.
  • The Council carries out following duties in accordance with activity directions determined by this statute:
    - to participate in the preparation and improvement of legislative acts in the field of statistics;
    - to make proposals to the leadership of the State Statistical Committee regarding to simplification and compliance of statistical reports with international standards;
    - to prepare recommendations on systematic development of official statistics of the Republic of Azerbaijan;
    - to prepare suggestions and recommendations on the preparation of corresponding programs in the direction of reforms in the statistical system and to inform the Government of the Republic of Azerbaijan about it;
    - to control implementation of corresponding programs and to give advises on this issue;
    - to give recommendations to the leadership of the State Statistical Committee by examining the suggestions and recommendations on statistics of the users of statistical data;
    - to implement other duties according to the legislation.
  • The Council has following rights for the implementation of its duties:
    - to give suggestions to the leadership of the State Statistical Committee of the Republic of Azerbaijan in the preparation and implementation of programs in the field of statistics;
    - to give suggestions for the preparation of drafts on normative legal acts according to the activities of statistics;
    - to give suggestions to the leadership of the State Statistical Committee on the application of statistical reports;
    - to give inquires on compilation and implementation of programs regarding to statistics to the state bodies, legal and natural entities and to the users of statistical data and receive answers in the frame of their authority;
    - to involve experts of state bodies, legal and natural entities, independent specialists and experts to the activity of the Council;
    - to give suggestions on formation of trust in official statistics among the public and increasing of clarity in the activity of statistical bodies;
    - to implement other duties according to the legislation and their authorities.
