He was born on May 15, 1957 in the city of Nakhchivan, in Nakhchivan Autonomous Republic. He graduated from Nakhchivan State Pedagogical Institute in 1978 and in the same year he began his career at the Nakhchivan Scientific Center of the Academy of Sciences of the Azerbaijan SSR as an intern researcher.
Since 1980 he contunied his work as an intern researcher at the Institute of Physics in Baku. In 1986, he defended his thesis for the degree of Candidate of Physical and Mathematical Sciences. In 1987-1991, he continued his research activities at the Nakhchivan Scientific Center as a junior researcher, head of the department, dean, vice-rector for scientific works, affairs as a Scientific Secretary Nakhchivan State University. Doctor of Physics Mathematics.
Since 2002, he is a member of the New Azerbaijan Party. In 2007 he was awarded the breastplate "The best advanced education worker of the Republic of Azerbaijan", in 2015 the gold medal "Best Patriotic researcher-scientist" of the European House of Publications and Press, in 2017 by Decree of the President of the Republic of Azerbaijan was awarded the title “Honored Teacher of the Republic of Azerbaijan”.
On September 25, 2018, by order of the Chairman of the State Statistics Committee of the Republic of Azerbaijan, he was appointed director of the Center for Scientific-Research and Statistical Innovations.
He is married and has 3 children.
