Foundations- 1. Decrees of the President of the Republic of Azerbaijan on conducting population census:
– "On conducting population census in the Republic of Azerbaijan in 1999" № 422, dated 22.02.1996;

– "On conducting population census in the Republic of Azerbaijan in 2019" № 1040, dated 07.09.2016". - 2. Decision № 145 of the Cabinet of Ministers of the Republic of Azerbaijan, dated October 30, 2003 "On ratification of the Rule on state registration of civil status acts".
Rule on state registration of civil status acts, as well as date and principles of conducting population census correspond to UN recommendations.

- II. Coverage of data
Geographical coverage- The data cover all territory of the country, except territories occupied by Armenia.
- III. Characteristics of base data
Vətəndaşlıq vəziyyəti aktlarının dövlət qeydiyyatı- State registration of civil status acts covers all territory of the country, except territories occupied by Armenia. The State Statistical
Committee obtains data on natural movement of population (birth, death, marriage and divorce) as a result of statistical elaboration of
data in the second copies of appropriate acts compiled by registry offices of the Ministry of Justice and submitted to the State Statistical Committee.
Date of marriage and divorce is considered as the date of registration in Registry offices of the Ministry of Justice.
Population census- On October 1-10, 2019, the 3rd National Population Census was conducted on the territory of the Republic of Azerbaijan after the restoration of independence. The census was conducted by interviewing the population of the entire country by specially trained interviewers, with the exception of the occupied territories.
Statistical Survey of Households- The survey is conducted constantly once in a quarter by inquiry of household members in 4250 households. Amount of sampling constitutes 0.25% of households throughout the country. There are no questions about birth in survey questionnaires.

- IV. Experience on data compilation
- Data on population size are based on population census, data on natural and migration movements of population (these data are presented by appropriate agencies of the Ministry of Internal Affairs) and administrative and territorial changes. Current estimation of population size is carried out on the basis of these data.
- Population size by country is calculated on a monthly basis and by economic and administrative regions - on a quarterly basis.
