He was born on December 26, 1975 in Samukh district. In 1993, he entered the Azerbaijan State University of Economics, in 1997 he graduated with a bachelor's degree in "Statistics", and in 1999 he graduated with a master's degree in "Macroeconomic Statistics". In 2010, he received the second higher education at the Academy of Public Administration under the President of the Republic of Azerbaijan, majoring in "State and municipal administration".
In 2001, he completed the advanced course on "Statistical data collection, processing, analysis" at the UN Statistical Institute for Asia and the Pacific.
In 2010, he defended his thesis on "Problems of improving transport statistics of the Republic of Azerbaijan in accordance with international standards" and received a PhD in economics.
In 1999-2000, he was in active military service in the armed forces of the Republic of Azerbaijan.
In 1998, he joined the position of a lead adviser in the Department of Industry, Transport and Communication Statistics of the State Statistical Committee of the Republic of Azerbaijan. He was transferred to the position of head of the newly created Quality management and information technology department in the committee.
By the decree of the President of the Republic of Azerbaijan dated January 16, 2013, he was appointed the deputy chairman of the State Statistical Committee.
He is a Counselor of Civil Service.
By the Decree of the President of the Republic of Azerbaijan, he was awarded the medal "For distinction in Civil service".
He is married and has two children.
