2011 was successful for the State Statistical Committee

Success and good results were obtained in all activity directions of the Committee.
The Law of the Republic of Azerbaijan was approved on changes of the Law of the Republic of Azerbaijan on "Official Statistics"?.
Improvement of Statistical methodology and its adaptation to international standards was continued and this activity has covered all directions of statistical activity (macroeconomic statistics, living standards, labour, price and enterprises statistics), during the year totally 32 methodological activity were carried out by the Committee.
During the year 4 new official statistical reports were approved, 22 report forms were abolished and changes were made to the indicators of 101 report forms, and the activities directed to formation and harmonization to the international analogues the indicators system reflecting the social-economic situation of the country and updating of the official statistical reports have been continued. In order to strengthen of carried out works on the direction of reduce the statistical burden on respondents in 2011 the State Statistical Committee signed agreement on exchange of information with State Social Protection Fund and Central Bank.
National classification system remained one of the priorities of the international standards and harmonization of statistics in Azerbaijan. In this regard prepared and approved classifications on "Activities and expenditures on environmental protection", "Energy products"? and together with the Ministry of Communications and Information Technologies of Azerbaijan Republic "Information and communication technology services"?. Classifications registered as state standard by the State Committee for Standardization, Metrology and Patent of the Republic of Azerbaijan.
One of the achievements of modern requirements was completeness on creation of State Register of Statistical Units. Number of enterprise, organization and entrepreneurship subjects was about 440 thousand, number of households were more than 850 thousand in the State Register of Statistical Units to the end of the year. On the base of register 12 surveys were carried out.
During the year about 1500 analytical report, 96 - express information and 63- published information, as well as, 57 (6.3 thousand copy) statistical bulletins prepared by the Apparatus of the State Statistical Committee and local statistical bodies and presented to users and public. Provision of the users with qualitative and actual statistical data plays an important role in the activity of the committee and its local bodies. More then 30 publications meeting international standards on different fields were published. These publications are very important for getting data on development of economical and social processes taking place in the country.
During the year about 3 thousand readers used library services. Every day about 650 users derived benefit from the web page of the State Statistical Committee and average number of visited pages reached to 3200, it is about 2 times higher than 2010.
One of the activities of the State Statistics Committee during the reporting period was the application of new quality management system (QMS). According to the requirements of document collection on "Quality Management System"? approved by the Board of Committee in 2011- industry, transport and communication and price Statistics Department began to apply the System of Quality Management and successfully completed. By the purpose of application on Management of Quality System the Head of Management of Quality System one of colleague of the SSC of Azerbaijan was certified with AZS ISO 9001 certificate by the State Committee for Standardization, Metrology and Patent of the Republic of Azerbaijan. In 2011cooperation with international organizations and statistical bodies of other countries was more developed. The State Statistical Committee realized statistical data exchange with UN and its regional economical commissions, IMF, ILO, Eurostat and European Commission, UNICEF, UNESCO, World Bank, Asia Development Bank, Organization for Economic Co-operation, Interstate Statistical Committee of the CIS and some other international organizations and statistical services of world countries. 70 experts of Committee participated in the conferences, seminars and other measures organized by them. News bulletin of UNSD No 7/8 dated December, 2011 published article on Development of Energy Statistics in Azerbaijan.
The actions planned in the frame of the Twinning project on "Support to the State Statistical Committee of the Republic of Azerbaijan to reach European Standards in National Accounts, Non-Observed Economy, Business Statistics and Producer Price Index"? has been implemented, 10-11 November, 2011 carried out conference on its results. Results of project are highly appreciated by the representatives of Eurostat and other participants. Opportunities of TAIEX (Technical Support and Information Exchange) programme have been widely used. In the frame of this programme organized workshops on the following themes: "Creation of Geographical Information System"?, "Information System for Statistical Metadata System in accordance with the EU requirements"?, "Quality Management System"? and "Income and living standard"?. In 2011 the State Statistical Committee strengthened its activities in the field of hosting international-level events. During the year also organized following workshops: "8th meeting of focal points on statistics and economical researches of Organization for Economic Co-operation"?, "International regional workshop on Energy organized by the UNSD and "Demographic Forecasting"? by the financial support of UN and experts of Moscow State University named Lomonosov. Besides that, activities on selection of members to the international statistical organizations was continued, one expert of the Committee selected as member of the United Nations Economic and Social Commission for Asia and Pacific countries on the management group of the Economic Statistics, another one as member of expert group on the same Commission of Social Statistics. Thus, specialists of the State Statistical Committee are functioning as member of expert group or as employee in the field of statistics in 6 international organizations. In the condition of increasing volume of operative information and widening of information technologies and technical means, one of the main problems for Azerbaijan statistics is to apply electronic typesetting of statistical data and to update the system of statistical data collection, processing and dissemination, including improvement of web-page and network infrastructure of the State Statistical Committee. The statistical authorities of the country have already begun to collect reports in electronic form, more than 1500 enterprises and organizations present statistical reports only in electronic form.
By the purpose of ensuring the execution of the decree number 429 dated 23.05.2011 "On some of the measures of state bodies in the field of electronic services"? approved by the President of the Republic of Azerbaijan created special section "Electronic-services"? in the web page www.azstat.org of the State Statistical Committee. In order to improve working conditions of employees of the local statistical bodies in 2011 construction of new office buildings have been completed in Ganja city, Agstafa, Hajigabul, Gusar and Zagatala.
In 2012 according to the reforms carried out in the country, the State Statistical Committee will continue the activities on continued improvement of official statistics and its adaptation to international standards.
