According to the Ministry of Internal Affairs of the Republic of Azerbaijan, 1694 or 12.9% of 13182 criminal cases recorded in January-June 2017 were related to the illicit trafficking of drugs and psychotropic substances, 63.9 % of them illegal purchase or storage of drugs or psychotropic substances in excess of their personal consumption without the purpose of sale, 28.2 % the same actions for sale, as well as the preparation, production and processing, transportation, shipping and sale of these substances, 6,1% crimes that have a strong effect or related to the illicit trafficking of toxic substances.

89.6% of 1302 people who committed a crime against the illicit trafficking of narcotic drugs and psychotropic substances were those never worked and studied, 39,4% those involved in criminal responsibility. 0.2 % of the perpetrators were adults, 8,6% 18-24 years old, 13,9% youth aged 25-29, 77.3% people aged 30 and over.
