Cases on administrative fines considered in a first instance courts
According to the Ministry of Justice of the Republic of Azerbaijan, in 2019, 63.4 thousand cases on administrative fines were considered in the first instance courts, and it is 2.1 percent more than in 2018. 47.4% of them were related with the management rules, 4.8% - traffic rules, 4.5% - public rules, public safety and public morality, 4.1% - health, 3.7% - property, 1.2% - economic activity rules, 1.1% - against customs regulations, 3.7% - illicit trafficking in drugs and psychotropic substances, and the rest were related to other administrative fines.
In 2019, administrative liability measures were applied on 64.8% of cases, 24.7% of proceedings were terminated, 9.2% of materials of persons who committed administrative fines were returned for additional inspection in cases, and 1.3% of materials were sent to the relevant authorities.
According to the decisions on application of administrative responsibility, the number of persons brought to responsibility increased by 5.0% compared to the previous year and amounted to 41.1 thousand people. 53.2% of persons who brought to administrative responsibility were applied administrative fines, 23.6% - restriction of special rights granted to individuals, 19.7% - administrative detention, 1.9% - social works, and 1.6% - other types of punishments.
