Social security in the country
As of January 1, 2022, 1200,5 thousand pensioners (1228,8 thousand as of January 1, 2021) were registered in the State Social Protection Fund, which is 12,0 percent of the country's population. 58,9 percent of them receive old-age pensions, 28,9 percent - for disability and 12,2 percent – for the loss of the head of the family. The average amount of the assigned monthly pensions increasing by 9,8 percent compared to the corresponding period of previous year amounted to 331,8 manat, and it was equal to 45,3 percent of the average monthly salary.
According to the relevant amendment to the Law of the Republic of Azerbaijan “On labour pensions”, the minimum amount of labour pension increased by 20 percent and set at 240 manat from January 1, 2022.
In order to further strengthen the social protection of pensioners in the country, the insurance part of all types of labour pensions was indexed and increased from January 1, 2022 in accordance with the annual growth rate of average monthly nominal salary by relevant orders of the President of the Republic of Azerbaijan, the financial assistance in the amount of 200 manat was provided to other labour pensioners in 2022, except for labour pensioners who received bonuses for length of service, a monthly financial assistance in the amount of 10 percent of their monthly pension was provided for labour pensioners who received bonuses for length of service.
Furthermore, in order to ensure the social protection of the population, various categories of people are provided with various types of monthly social benefits. As of January 1, 2022, 113,6 thousand persons (100,2 thousand - as of January 1, 2021) receive age-related benefits, 150,3 thousand persons (accordingly 182,5 thousand) - for disability, 54,3 thousand persons (49,2 thousand) – for the loss of the head of the family, 55,8 thousand (52,7 thousand) children aged under 18 years receive benefits for disabilities, 22,9 thousand persons (27,2 thousand) - other types of benefits.
At the same time, monthly allowances are paid to 216 guardians of orphans and children without parental care. In addition, monthly benefits were provided to 6,8 thousand families of different categories of persons for 10,8 thousand children, to 2,4 thousand women with more than five children for 9,5 thousand children and compensation was paid to 319 persons injured as a result of occupational injuries or diseases.
During 2021, excluding those financed by contributions for compulsory state social insurance, lump-sum benefits were provided to 64,8 thousand families for the birth of 66,2 thousand children, for the treatment of 4,0 thousand persons affected by radiation accidents, and to 7,3 thousand persons upon release from penitentiary institutions.
As of January 1, 2022, 194,0 thousand members of 44,7 thousand low-income families received targeted state social assistance and its average monthly amount per capita was 64,29 manat.
Moreover, 299,3 thousand persons from different categories were awarded with the scholarship of the President of the Republic of Azerbaijan.
