Social security in the country
As of January 1, 2023, 1114,2 thousand pensioners (1200,5 thousand as of January 1, 2022) were registered in the State Social Protection Fund, which is 11,0 percent of the country's population. 62,5 percent of them receive old-age pensions, 24,5 percent - for disability and 13,0 percent – for the loss of the head of the family. The average amount of the assigned monthly pensions increasing by 12,1 percent compared to the corresponding period of previous year amounted to 372,1manat, and it was equal to 44,3 percent of the average monthly salary.
According to the relevant amendment to the Law of the Republic of Azerbaijan “On labour pensions”, the minimum amount of labour pension increased by 16,6 percent and set at 280 manat from February 1, 2023.
In order to further strengthen the social protection of pensioners in the country, the insurance part of all types of labour pensions was indexed and increased from January 1, 2023 in accordance with the annual growth rate of average monthly nominal salary by relevant orders of the President of the Republic of Azerbaijan.
Furthermore, in order to ensure the social protection of the population, various categories of people are provided with various types of monthly social benefits. As of January 1, 2023, 128,3 thousand persons (113,6 thousand - as of January 1 of last year) receive age-related benefits, 209,5 thousand persons (accordingly 55,8 thousand and 206,1 thousand) - for disability, 56,1 thousand persons (54,3 thousand) – for the loss of the head of the family, 55,8 thousand (52,7 thousand) persons aged under 18 years receive benefits for disabilities, 24,3 thousand persons (22,9 thousand) - other types of benefits.
At the same time, monthly allowances are paid to 202 guardians of orphans and children without parental care. In addition to, 5,6 thousand families of the families of martyrs, persons with disabilities in connection with the war or the events of January 20, 1990, persons with disabilities of I and II degrees or who died as a result of Chernobyl accident, as well as participants in the elimination of the consequences of the Chernobyl accident and term military service servants received a monthly allowance for 8,7 thousand children. In addition, 3572 low-income families with 3677 children under one year of age, 12 families for adopted children, including 14 disabled children under the age of 18, and 2.6 thousand women with more than five children, were given social benefits for 10.8 thousand children, compensation was given to 313 people who were injured as a result of work injury or occupational disease.
During 2022, excluding those financed by contributions for compulsory state social insurance, lump-sum benefits were provided to 55,5 thousand families for the birth of 58,4 thousand children, for the treatment of 3,9 thousand persons affected by radiation accidents, and to 7,3 thousand persons upon release from penitentiary institutions.
As of January 1, 2023, 290,8 thousand members of 65,5 thousand low-income families received targeted state social assistance and its average monthly amount per capita was 88,09 manat
Moreover, 382,0 thousand persons from different categories were awarded with the scholarship of the President of the Republic of Azerbaijan.
