High Level Seminar on 'Quality in Statistics: The National Statistical system' held in Riga, Latvia

Deputy Chairman of the State Statistical Committee of the Republic of Azerbaijan Hamid Bagirov and Head of Department of Quality Management and Information Technologies of the State Statistical Committee Gasim Aliyev participated in the High Seminar organized by Eurostat for the top management of the National Statistical Institutes (NSI) of EECCA, which took place on 1 - 3 June 2015 in Riga, Latvia.
Organization of high level seminar organized by Eurostat and the logistics of the Seminar were supported by the company EIR.
The purpose of the seminar was to exchange experiences and good practice from all the countries.
Heads and official representatives of statistical organizations of Azerbaijan, Belarus, Georgia, Armenia, Moldova, Kazakhstani, Kirgizstan, Tajikistan, Ukraine, Uzbekistan, Mongolia, Bulgaria, Finland, Latvia, Norway, Slovakia and Lithuania as well as, representatives of EFTA, Eurostat and UNECE participated in the seminar.
The main topics covered were: Definition of official statistics; The National Statistical System (NSS); Coordination of the National Statistical System (NSS); Quality management practice in the EECCA countries, including recent developments in quality matters in the European Statistical System (ESS); Development and integration of a quality culture; Developing a generic statistical law; Cooperation issues and Association agendas.
During the seminar representatives presented presentations on above mentioned topics.
During the seminar the State Statistical Committee of the Republic of Azerbaijan presented presentation on “Quality Management System”
The last day of the seminar Ms Claudia Junker (Eurostat) summarized the general conclusions from this High Level Seminar (presented in this report) and invited the participants to suggest topics for the next High Level Seminar. The following subjects were highlighted by the participants: process orientation and link to the GSBPM (experience of EECCA and Member States); costs calculation for statistical products; how to assess quality of administrative data sources; structure of the NSI in relation to regional offices; human resources: time and working hours accounting, staff management and training.
