Social security in the country

As of January 1, 2025, 1098,3 thousand pensioners (1096,0 thousand as of January 1, last year) were registered in the State Social Protection Fund, which is 10,7 percent of the country's population. 64,3 percent of them receive old-age pensions, 23,2 percent - for disability and 12,5 percent – for the loss of the head of the family. The average amount of the assigned monthly pensions increased by 12,5 percent compared to the corresponding period of previous year and amounted to 496,6 manats, and it was equal to 49,2percent of the average monthly salary.

In order to further strengthen the social protection of pensioners in the country, all types of labour pensions was indexed and increased from January 1, 2025 in accordance with the annual growth rate of average monthly nominal salary by relevant order of the President of the Republic of Azerbaijan dated February 5, 2025, No 469.

According to the relevant amendment made to the Law of the Republic of Azerbaijan "On Labor Pensions", the minimum amount of labor pension has been increased by 14.3 percent and set at 320 manats from February 1, 2025.

Furthermore, in order to ensure the social protection of the population, various categories of people are provided with various types of monthly social benefits. As of January 1, 2025, 156,2 thousand people (143,7 thousand - as of January 1 of last year) receive age-related  benefits, for disability – 218,4 thousand people, including 42,6 thousand people under the age of 18 who have disabilities (accordingly 217,7 thousand and 47,0 thousand), 56,4 thousand people (57,2 thousand) – for the loss of the head of the family, 22,2 thousand people (23,4 thousand) - other types of benefits.

At the same time, monthly allowances are paid to 163 guardians of orphans and children without parental care. In addition to 4.4 thousand families of the families of martyrs, persons with disabilities in connection with the war or the events of January 20, 1990, persons with disabilities of I and II degrees or who died as a result of Chernobyl accident, as well as participants in the elimination of the consequences of the Chernobyl accident and term military service servants received a monthly allowance for 6,4 thousand children. In addition, 2308 low-income families with 2376 children under one year of age, 40 families for adopted children, including 42 disabled children under the age of 18 and 2.8 thousand women with more than five children, were given social benefits for 12.3 thousand children, compensation was given to 285 people who were injured as a result of work injury or occupational disease.

During 2024, excluding those financed by contributions for compulsory state social insurance, lump-sum benefits were provided to 43.2 thousand families for the birth of 45.1 thousand children, for the treatment of 3,8 thousand people affected by radiation accidents, and to 6.8 thousand people upon release from penitentiary institutions.

As of January 1, 2025, 334,5 thousand members of 76.0 thousand low-income families received targeted state social assistance and its average monthly amount per capita was 107,5 manats.

Moreover, 401,4 thousand persons from different categories were awarded with the scholarship of the President of the Republic of Azerbaijan.
