Summary report on Extractive Industries Transparency

The Republic of Azerbaijan was one of the pilot countries in the implementation of the Extractive Industries Transparency Initiative (EITI) and has consistently supported international efforts to promote extractive industries transparency (hereinafter – EIT) and accountability. To ensure accountability in line with international EIT standards, necessary measures have been implemented in Azerbaijan, and regular reports have been published. In recent years, significant changes have been made to international principles and standards that promote accountability, with the aim of improving the efficiency and flexibility of reporting mechanisms. One of these changes is the gradual integration of accountability into the disclosure and reporting systems of the relevant state institutions by making accountability an integral part of their activities, with the aim of increasing the efficiency of work through the use of modern technologies in public administration, simplifying access to and use of data, and ensuring regular transparency and accountability for the free availability of information. As a consistent supporter of international standards in the field of EIT, the Republic of Azerbaijan has considered it essential to ensure the application of these changes in the country and to benefit from their positive results. In this regard, the President of the Republic of Azerbaijan signed Decree No. 1114 dated 28 July 2020 “On Additional Measures for the Implementation of Accountability in the Extractive Industries”. In accordance with this Decree, the State Statistical Committee developed, in coordination with the Ministry of Energy, the Ministry of Labour and Social Protection of Population, the Ministry of Finance, the Ministry of Economy, the Ministry of Ecology and Natural Resources, the State Customs Committee, the State Oil Fund, the State Oil Company, and AzerGold CJSC, the “System of Statistical Indicators on Extractive Industries Transparency” and approved by the Committee’s Order No. 01/14s dated 25 February 2021. The system of indicators includes data on the volume and value of products extracted and exported by enterprises of the extractive industry, their main infrastructure, payments and allocations to the state by product type, the volume of products delivered to the state within the framework of oil and gas agreements, operating costs and their structure, expenditures for social purposes, assets, investments directed toward fixed capital, the number of employees and their wages, as well as the national energy and commodity balance and a number of other key macroeconomic indicators.

Taking into account the continuous nature of the work carried out, as in previous years, in 2025 an appeal was addressed to the enterprises and organizations operating in the extractive industry. To enhance the efficiency of activities in public administration through the use of modern technologies, simplify access to data, reduce the information burden on companies in this context, and improve the efficiency and timeliness of data collection mechanisms, the information obtained for 2024 was uploaded to the “Extractive Industries Transparency” portal through software developed for the purpose of collecting data electronically.
