Social security in the country
As of January 1, 2026, 1098,9 thsd. pensioners (1098,3 thsd. as of January 1 of the previous year) were registered in the State Social Protection Fund, which is 10,7 percent of the country’s population. Average amount of the assigned monthly pensions increased by 9,1 percent compared to the corresponding period of the previous year and amounted to 541,6 manats, which was equal to 49,1 percent of the average monthly salary.
In order to further strengthen the social protection of pensioners in the country, all types of labour pensions were indexed and increased from January 1, 2026, in accordance with the annual growth rate of the average monthly nominal salary by relevant Order of the President of the Republic of Azerbaijan dated February 9, 2026, No 923.
Furthermore, in order to ensure the social protection of the population, various types of monthly social benefits are provided to certain categories of persons.

During 2025, excluding those financed through compulsory state social insurance contributions, lump-sum benefits were granted to 38,8 thsd. families for the birth of 40,3 thsd. children, to 3б7 thsd. persons affected by radiation accidents for medical treatment, and to 6,1 thsd. persons released from serving sentences in penitentiary institutions.
As of January 1, 2026, 336,0 thsd. members of 76,1 thsd. low-income families received targeted state social assistance and its average monthly amount per capita made 95,7 manats.
406,9 thsd. persons belonging to various categories were awarded scholarships of the President of the Republic of Azerbaijan and scholarships for honorary title.
